Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Minneapolis VA Medical Center (VAMC) in the Surgery Integrated Care Community. The primary purpose of Administrative Officer (AO) is to provide overall business operations management and administrative leadership for the Surgery ICC. The incumbent performs duties under the general supervision and guidance of the Surgery ICC Chief. Responsibilities Major duties include but are not limited to: Provide technical and administrative supervision to subordinate staff including develop performance standards, identify their education needs, arrange for training, and evaluate their work. Conduct and participate in staff interviews and search committee activities, recommending appointments, promotions, and reassignments for the service line. Hear and resolve complaints from employees, and recommends and effects disciplinary measures when necessary. Provide overall administrative management for service line including develop, interpret and implement administrative policies, procedures and requirements. Coordinate the formulation of goals, objectives, and long-range plans for the service line. Analyze and monitor data using statistical tracking systems to assure compliance with all internal and external requirements. Support administrative activities with various computer applications including spreadsheets, databases, word processing, graphic generation, and desktop publishing programs. Serve as Service Line representative on Health Care Systems task forces, local and network committees, as they relate to the service line. Serve as the financial manager for the service line; financial manager duties include identifying fiscal resources (budget, space, equipment, supplies, etc.) necessary to meet program goals, authorization of funding for contacts, supplies, purchase card orders and travel as well as maintain program budget. Collect and analyze data for business planning, budget preparations, and management cost studies. Serve as Human Resources liaison by coordinating, aiding and preparing appropriate documents both for clinical and non-clinical staff. Manage the recruitment process, and works closely with the medical staff coordinator during the credentialing and privileging process. Oversee and complete all selling agreements and acts as a liaison with contracting ; prepare new contract requests, working closely with staff. Other duties as assigned. Work Schedule: Monday-Friday; Administrative tour of duty - 7:30 am - 4:00 pm or 8:00am to 4:30 pm; preferred tour to be discussed during interview. Examples of Specialized Experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; developing and monitoring budgets; preparing procurement requests; prepares financial reports; utilization of various office automation software programs; creating correspondence; interpreting and understanding pertinent laws, regulations, and policies; policy development and implementation; performing human resources responsibilities such as training, conducting performance evaluations, disciplinary actions and/or succession planning OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
