Hiring Salary: Open Date: Close Date: $57,527 - $73,079 September 9, 2024 Open Until Filled SUMMARY Under the supervision of the THPO Assistant Director, the Historic Preservation Specialist will be a secondary point of contact in all matters related to designated Section 106 consultations and related departmental research projects. Duties include reviewing and responding to assigned National Historic Preservation Act (NHPA) Section 106 consultations and scoping requests on and off Tribal Lands; conducting oral history interviews as part of the department's Gdenwmgenank Yajdanawa project; completing ethnographic/Traditional Cultural Places studies and historical/archival research independently and/or at the direction of the THPO; preparing and supporting the preparation of documents such as nomination forms for the Tribal Register of Historic Places and the National Register of Historic Places; Tribal monitoring; and other tasks as assigned.
ESSENTIAL QUALIFICATIONS - Must meet the criteria for the Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians' Native American
Preference Policy under the Gun Lake Labor and Employee Rights Ordinance (ex. enrolled Citizen of the
Gun Lake Tribe; spouse, parent, descendant, or grandparent of a Gun Lake Tribal Citizen; or enrolled Citizen of a federally recognized Indian Tribe)
- Bachelor's Degree in History, Anthropology, Native American Studies, Race & Ethnic Studies, Historic Preservation, or related field; OR
- Associate's Degree with five (5) years of demonstrated professional experience in a historic preservation-related field or position
- Strong computer skills, including project management databases and Microsoft Office programs
- Demonstrated technical or professional writing experience
- A writing sample in which the applicant was the lead writer will be required for submission with the job application to demonstrate level of technical writing skills
- Demonstrated professional experience managing and coordinating grant and research projects
- Knowledge and understanding of regulations protecting historical and cultural resources and sites under the NHPA, the Archeological Resources Protection Act (ARPA), the Native American Graves Protection and Repatriation Act (NAGPRA), etc., as well as applicable Tribal, state, and local laws and rules
- Ability to understand, gain knowledge and appreciate the differences between various Native American cultures and customs
DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
- Coordinate and manage the MBPI Register of Historic Places program
- Act as the primary contact for assigned cultural resource consultations and scoping requests for undertakings requiring cultural and historical review under the NHPA, National Environmental Policy Act, State Environmental Protection Laws, and State Burial Laws following the implementing regulations to identify and preserve historical and cultural places of importance to the Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians
- Review and prepare correspondence for all assigned cultural resource consultations and scoping requests in accordance with relevant federal, state, and Tribal laws
- Coordinate and manage the processes and documentation for cultural resource reviews for undertakings occurring on Tribal lands and serve as a secondary departmental contact for these reviews
- Retain organized records and correspondence for Section 106 consultations and scoping requests for future access by the THPO Department
- Develop and maintain relationships with federal and state government agencies, state historic preservation offices (SHPOs), other THPOs, National Park Service (NPS), and other organizations
- Proficiency with regulations, processes, and standards relevant to historic preservation and cultural resource management, and willingness to acquire technical/professional training as needed
- Coordinate and conduct Tribal Monitoring for identified undertakings
- Assists THPO with identifying, documenting, and protecting significant historic and pre-contact cultural properties of interest to Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians
- Draft reports regarding archaeological, ethnographic, and/or historical findings within defined deadlines
- Assess cultural resource issues and know when to request assistance from other cultural resource professionals in assessing effects on cultural resources
- Coordinate with contracted firms for field investigations, cultural assessments, other relevant survey reports and summative documents
- Support and lead the evaluation, creation, and review of departmental planning documents and policies and procedures
- Provide public information/presentations, education and training, and technical assistance related to departmental projects and initiatives, as assigned, to the MBPI community, Federal and State agencies, and local governments
- Ability to work non-traditional hours and long days when needed
- Ability and willingness to travel as necessary, sometimes frequently
OTHER SKILLS AND ABILITIES - Passion for Tribal history, culture, and traditions; including an understanding of the social, educational, training, and cultural needs of the Native American community
- Knowledge and understanding of Neshnabk culture, modern history, and pre-contact history and demonstrated commitment to the restoration and preservation of Pottawatomi culture, history, and lifeways
- Possess strong verbal and written communication skills
- Proven ability to multi-task, prioritize, track, and meet deadlines, and balance diverse projects
- Highly organized and able to work both independently and with a high level of oversight and review
- Comprehensive knowledge of standard office practices, procedures, equipment, and techniques
- Ability to maintain strict confidentiality and high ethical standards
- Ability to work well independently and with staff in a team-oriented environment
- Ability to be patient, courteous, diplomatic, and reliable
- Ability to organize and maintain electronic and physical files
- Ability to understand, analyze, and interpret historical documents, anthropological documents, professional journals, technical manuals, government regulations, geographic maps, and other similar documents
- Ability to navigate archival institutions, research libraries, historical societies, and other types of repositories to locate and gather historical data from primary sources, such as court records, diaries, letters, news files, and photographs, etc.
CONDITIONS OF EMPLOYMENT - Must complete Section 106 Compliance training within one year of hire
- Occasional non-traditional hours including working evenings, weekends, and holidays to meet deadlines
- Must be able to complete work in an area which may be unusually hot, cold, and/or noisy
- Must be able to carry equipment and supplies weighing up to 40 pounds unassisted
- Must be able to travel across rough, uneven, or rocky surface(s) when conducting field inspections or performing survey work
- Must possess a valid driver's license and the ability to safely operate a 4wd vehicle on rugged, back-country roads, reliable transportation, and be insurable
SUPERVISORY RESPONSIBILITIES This position will supervise internship and other temporary or seasonal personnel and may supervise contract personnel and volunteers as assigned.
