Summary

This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO) with the incumbent serving as a Financial Account Specialist. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Duties

* Provides guidance to management on activities involved in analyzing the fiscal position of each CPAC client.

* Responsible for end-to-end ownership of patient account financial analysis activities.

* Works with CPAC clients to ensure the delivery of effective reporting solutions that bring value to end users.

* Designs plans, schedules, and conducts studies, training programs, and organizational strategies to identify opportunities to improve customer service.

* Evaluates information needs in order to develop appropriate report content, timing, format and delivery.

Work Schedule: Monday to Friday, 8:00am to 4:30pm

Compressed/Flexible: May be available, pending organizational need

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

1) Provides the customer with consistent information according to established polices and procedures.

2) Establishes and maintains effective working relationships with others throughout the organization as well as externally.

3) Implements information systems to provide analytical and reporting capabilities on patient accounts.

4) Monitors information and analytical systems to evaluate and enhance the quality of service provided to clients.

5) Implements all aspects of financial analysis and reporting on patient account activities.

OR,

Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work?

OR,

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, which may be substituted to meet the experience requirements for GS-09 position?

Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
