Job Concept:

The primary responsibility of the Facility Maintenance Manager is to achieve and maintain excellence with respect to all aspects of facilities management for a portfolio of residential apartment communities. The Facility Maintenance Manager is expected to lead, organize, improve and standardize the quality of services and products used in the maintenance of all properties within the portfolio; to provide and /or assist in expert technical direction to maintenance staff, building managers, and other key senior/executive managers; and to standardize diagnostic approaches for troubleshooting and preventive maintenance routines, including proactively identifying and overseeing capital improvement projects.

The position requires excellent skills in the management and motivation of people, as well as the ability to instruct hands-on, classroom and individual training in all related technical fields.

Job Roles:

  • Assist with providing technical assistance, as well as project-specific direction, and on-going trainings for site maintenance staff regarding all aspects of facilities management to include building systems, operating procedures and sustainability. Assist with ensuring that all communities embrace a vision where safe, high-quality living and working environments are the standard and not the exception.
  • Assist with specifications for all site-procured services and products; organize the purchase of commonly used products; help organize the competitive procurement of repetitive-contracted services and controls for all purchases.
  • Assist with overseeing all facets of capital improvement projects from inception to completion, including managing technical and logistical aspects of contract administration and procedures.
  • Work closely with Director of Maintenance and Regional Directors for the property management company and all other work groups to develop a model of teamwork.

 

Responsibilities:

  • Perform bi-annual property audits on all properties within region. Copy Regional Manager and Property on report and findings. Establish follow-up dates and schedules to ensure compliance.
  • Improve the effectiveness and efficiencies of all maintenance departments within the region and participate in maintenance systems nationwide, as needed.
  • Improve bench strength for all maintenance positions through excellent leadership, training, inspections, and mentoring.
  • Work with the Facilities Management staff in order to participate in renovation coordination between the operations team, Owner, and Contractor(s) as required.
  • Develop and implement thorough preventive maintenance program. Monitor tracking system for the documentation of the preventive maintenance program. Implement, monitor and track Gables Preventive Maintenance program for all properties in the region.
  • Evaluate significant maintenance trends for purchasing and training.
  • Evaluate key policy compliance and monitor key control policies throughout region. Make written recommendations as to conditions and compliance issues.
  • Implement and monitor maintenance policies, EPA, OSHA and Hazcom regulations and requirements.
  • Coordinate Power Buying program with vendors and on-site associates. Obtain new vendors and bids as needed to ensure best practices and pricing for region. Track compliance and make recommendations accordingly.
  • Analyze cost-control evaluations, inventory management, and work order trends. Make recommendations accordingly.
  • Develop and implement cost savings or value-added services, products and services.
  • Coordinate technical training that meets the needs of the maintenance associates and provide classroom instruction as required.
  • Assist and support Maintenance Managers with resources, training, policies and information.
  • Assist the Vice President of Facililties and the Regional Managers in the development of annual budgets in regards to maintenance items, preventive maintenance budgets, and other required expenses related to the operation and maintenance of the properties.
  • Assist in the maintenance and operation of equipment used on site. (Example: sub-meters, access gates, alarms, etc.)
  • Provide monthly correspondence to Director of Maintenance and Regional Managers summarizing status of projects and related items.
  • Make recommendations to improve on safety/liability policies and practices.
  • Communicate with Director of Maintenance and Regional Managers as to the status of property issues and needed improvements.
  • Assist Regional Managers, Community Managers and Service Managers in troubleshooting equipment, situations, warranty issues, etc.
  • Provide hands on assistance as needed to facilitate repairs.
  • Provide technical support and research as needed to assist in troubleshooting.
  • Assist in recruiting for all maintenance positions. Provide final interview of all Service Managers.
  • Assist Facilities Management, Regional Managers, Community Managers and Service Managers in the bidding/estimating of small capital items and operational issues that arise, as assigned. Review bids; establish scope of work and/or bid packages accordingly. Provide on-site supervision as needed on small capital projects and repairs.

  • Maintaining logs of information received and processed
  • Checking and calibrating site mechanical equipment to make sure systems are running efficiently
  • Completing make-ready process of vacant apartments
  • Scheduling and completing "Preventative Maintenance Programs".
  • Assisting w/ keeping updated logs for vendors, suppliers, utility usage data, inventory of equipment and appliances as necessary
  • Following up with vendors, contractors, and other consultants regarding contract deliverables as required, assist with the determined status of deliverables and resolve problems.
  • Assisting and or coordinating bid meetings, site inspections, contracted work, emergency issues, and training programs.
  • Attending meetings with outside parties and Director of Maintenance as required.
  • Attending and assist in team meetings pertaining to capex pre-bid, bid, and construction
  • Assisting the directors in maintaining the cap x schedule, updating, preplanning
  • Assisting with the start-up and maintaining a preventive maintenance program for each site.
  • Assisting with issuing, drafting, collating of Request for Proposal (RFP) for design and construction
  • Assisting with obtaining vender and consulting quotes and information for budgeting purposes.
  • Assisting the Vice President of Facilities Reginal Directors with construction contract deliverables to ensure project is completed on time within budget.
  • Completing grounds and common area maintenance work, which may include picking up trash, sweeping curb and dumpster areas and maintaining landscaping beds, hallways and other areas.
  • Alerting the Property Manager of any unusual occurrence and/or damage that has taken place or may occur.
  • Maintaining a professional courteous manner with all residents, vendors, contractors, and fellow employees.
  • Additional assignments and special projects as required

Qualifications:

Education:

High school diploma required. Technical or trade school preferred.

Professional Experience:

Minimum of five - seven years’ experience as on-site Service Manager or equivalent; preferably with multi-site experience. Experience in all phases of electrical, HVAC, boilers, chillers, EMS systems, appliance, turnkey, preventive maintenance and repairs is required. Experience in high-rise or mid-rise properties with central power plant heating, cooling, and distribution systems, as well as licensing for the operation of low pressure boilers, chillers, and central power plant systems are a plus.

Skills:

The position requires excellent skills in the management and motivation of people, as well as the ability to instruct hands-on, classroom and individual training in all related technical fields. Also the ability to deal well with residents, vendors and contractors, as well as the following:

  • Excellent communication skills, both verbal and written.
  • Excellent technical skills in all aspects of apartment maintenance, including but not limited to HVAC (central power plant and split central), plumbing, electrical (single and three phase), appliances, carpentry, roofing, and preventive maintenance.
  • Strong administrative and organizational skills
  • Strong time management skills and the ability to prioritize wisely.
  • Solid practical and technical skills

A valid driver’s license and current automobile insurance is required. Position requires individuals

to furnish their own vehicle to fulfill all the job’s functions.
