GENERAL DESCRIPTION: Performs advanced (senior-level) grant development and administration work. Responsible for monitoring assigned grants made available to the Department of Public Safety.Responsible for monitoring all financial transactions in coordination with divisions for those grants in USAS, CAPPS and all required financial reporting to grantors and oversight agencies on the use of those funds. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:

1. Records, classifies, audits, reconciles, adjusts and balances complex financial documents for agency grants.

2. Ensures submission of state or federal grant program reports in a timely manner.

3. Ensures grantee's compliance with conditions of grants by monitoring expenses and activities and provide grant managers timely monthly reports on disbursements.

4. Analyzes project costs and assists in preparing budget justifications and budget revisions for awarded grants.

5. Processes and audits drawdowns using grantor's system or submit grant billings for reimbursement.

6. Provides detailed financial information relating to the budget, funding processes and various methods to grant managers as necessary to accomplish grant objectives.

7. Serves as technical advisor to grant managers concerning federal budget/funding procedures and methods and how they correlate to the internal and state accounting systems.

8. Participates in cross-functional work groups composed of internal and external stakeholders to develop program objectives, work plans, and budgets.

9. Serves as a senior grants liaison between the agency, the State, and grant funding sources and their affiliated companies by responding to information requests, resolving issues between parties and providing high-level assistance as needed

10. Maintains grant files and records and prepares financial reports related to grants issued and or received.

11. Prepares grant closeout materials.

12. Assist Grants Manager with training as needed.

13. Serve as back up to Grants Manager and Team Lead.

14. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15. Performs other duties as assigned.

Qualifications:

QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited two-year college or university with a major in Accounting, Finance, Business, or related field is required.

Experience - Minimum four (4) years' experience performing complex budget accounting, preparing financial reports, analysis of account activity, and capital expenditures, or auditing financial records.

Substitution Note:Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis up to two (2) years. Thirty (30) semesters' hours will be considered equivalent to one (1) year of education.

Licensure and/or Certification - Must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.Working knowledge of State Comptroller's accounting policies and statements.Working knowledge of Federal and State laws (i.e., General Appropriations Act and OMB Circulars).Working knowledge of accounting principles and practices.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g., CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals. Ability in developing and evaluating written administrative policies and procedures; and to prepare reports.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able to identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Schedule and/or Remote/Telecommuting work and/or Travel - Availability for after-hours and weekend work is required. Telecommuting up to five (5) days per week.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
