Summary


The Charleston Police Department is looking for a Data Integration and Analysis Manager! The Data Integration and Analysis Manager plays a critical role in optimizing the utilization of data within the Police Department. This position is responsible for overseeing the integration of various data sources, managing databases, and leading the analysis efforts to derive actionable insights. The incumbent will work closely with law enforcement personnel, IT professionals, and other stakeholders to ensure that data-driven decisions are made to enhance operational efficiency and public safety. In addition to data analysis duties, this position will also oversee the crime intel unit personnel and duties to assist with the collection, verification, and dissemination of intelligence and analysis products.

Examples of Duties


  • Data Integration:
    • Develops and implements strategies for integrating diverse data sources for all relevant data.
    • Oversees the extraction, transformation, and loading (ETL) processes to ensure the accuracy and reliability of integrated data.
  • Database Management:
    • Manages and maintains databases to store integrated data securely and efficiently.
    • Implements data governance policies and procedures to ensure data integrity and compliance with regulations.
  • Analysis and Reporting:
    • Leads a team of analysts to conduct advanced analytics on integrated data to identify patterns, trends, and anomalies.
    • Collects, conceptualizes, analyzes, interprets and prepares police data to evaluate police deployment, responses, and problem-solving efforts.
    • Prepares and presents reports to departmental leadership and stakeholders.
  • Technology Management:
    • Stays abreast of advancements in data integration, analytics, and visualization technologies.
    • Evaluates and recommends tools and platforms to enhance data integration and analysis capabilities.
  • Collaboration and Training:
    • Collaborates with IT professionals, law enforcement officers, and other stakeholders to understand data needs and requirements.
    • Provides training and support to departmental staff on data integration tools, techniques, and best practices.
  • Intelligence Gathering and Assessment:
    • Develops and implements strategies to collect intelligence from various sources, including law enforcement databases and open-source intelligence (OSINT).
    • Collaborates with internal and external partners to gather and validate intelligence related to criminal activities, organized crime, terrorism, and other threats to public safety.
    • Establishes and maintains secure databases and systems to store and manage intelligence data.
    • Develops protocols and procedures for the timely dissemination of intelligence to relevant stakeholders while ensuring compliance with legal and confidentiality requirements.
  • Performs other duties as assigned.

Basic Qualifications


  • Bachelor's Degree (BA/BS) in related field and 6 years of related experience and/or training; or an equivalent combination of education and experience.
    • Related experience to include: 2 years of Database Administration on any medium-large scale database systems.
  • Previous training and experience working with ESRI products to include but not limited to ArcMap, ArcGIS Pro, etc.
  • Previous experience in data visualization and report automation.
  • Proficiency in SQL, Python, R or any other relatable programing/data query language.
  • Thorough knowledge of the Microsoft Windows and Office Suit.
  • Valid South Carolina Driver's License.

Preferred Qualifications


  • Experience with law enforcement data.
  • Experience with full database management (security, backup, design, optimization..etc).
  • Experience with crime analysis and intelligence.
  • Experience in people management.
  • High technology aptitude not limited to just databases.
Other Necessary Requirements
  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs.
  • May require evenings, weekends, and holidays as scheduled.
